Position : Adm/Finance Officer

Place : Kousseri

Type of Contract: CDD

Duration: 3 Months (renewable)

Start Date : March 2017

1. Scope of Work

The Admin Finance Officer will have the role of managing jointly aspects of finance and human resources in coordination with Main Office in Maroua.

The officer will depend on a functional link of Sub- base Manager but will depend hierarchically on Finance Manager

2. Location

The Admin Finance Officer is located in Kousseri, Logone et Chari.

3. Finances Tasks

  • Responsible for processing the payments for Bank and cash transactions.
  • Coordinate with banks and financial institution with regards to project activities.
  • Ensure completeness of payment documents in compliance to IRC and Donor policies and procedure
  • Ensuring internal control procedures are followed for all cash disbursements, receipts and transfers.
  • Update the cash and bank books on daily basis with proper reconciliation of closing balances.
  • Review all the payments documents for proper coding and supporting documents.  Keeping updated records of prepayments in respect to staff insurance, rents for all programs and their monthly amortization. Also keeping track of their utility bills and travel expenses.
  • Review Purchase Orders and Purchase Requests for proper coding and budget adequacy before approval.
  • Observe the procedures of purchase at the time of delivery of advances;
  • Perform the projected monthly cash and send it to the Finance in Maroua
  • Perform day to day cash count with the sub base manager
  • Inform the Logistics Department of purchaising procedures and data to be included on invoices.
  • Manage the classification of accounting and administrative documents
  • Ensures the development and implementation of a plan to minimize the country's foreign exchange exposure to currency gains and losses.
  • Perform other duties, as necessary and/or as requested

4. ADMINISTRATIVE / HR tasks

  • establish Coordination with Admin / HR Maroua
  • ensure integration and information of the new salaries
  • follow up with Maroua Base on new employees IRC identification cards;
  • Keep a scoreboard of the dates of contracts of the employees of the base and send it to the HR Coordinator/ Manager ;
  • Classify all documents in the individual records of national employees and ensure that all records are complete.
  • Check that the new employees and their successors are registered to the insurance health of IRC
  • Establish statements of work accidents and perform the steps in the event of end ofcontract or death ;
  • Maintain the link with agencies of local work and The Impot & Tax office
  • Ensure the receipt, complete verification and classification of timesheets
  • Keeps track of absences and leave of staff
  • Supervise and evaluate the performance of the staff under his supervision
  • Ensure payment of utility services (water, electricity, Government taxes) office
  • Ensure that all the office supplies are available and manage to avoid the breakdown of the stock ;
  • Ensuring the proper functioning of all devices, equipment and other installations of the office and residence IRC.
  • Perform other duties, as necessary and/or as requested

5. REQUIREMENTS:

5.1. Education:

  • Bachelor's degree in accounting and knowledge in administration
  • Advance diploma in accounting from recognized College /Institutions with minimum of three (3) years of accounting experience and administration.

5.2. Work Experience:

  • At least two years of prior professional experience in Admi/Finance with and NGO and/or international organization managing program activities
  • Familiarity with program design, including log frames, budgeting and grants/report writing preferred
  • Knowledge of humanitarian donor regulations and procedures is an asset will be appreciated

5.3. Demonstrated Skills and Competencies:

  • Excellent communication skills and drafting skills
  • Computer literate with significant experience in excel, accounting package knowledge (SUN System ) will be an added advantage.
  • Excellent organizational skills, timeliness, ability to determine priorities and great attention to detail.
  • Proactive, flexible, team spirited and willing to learn. mature, with stable personality and ability to maintain confidentiality.

5.4. Language Skills:

  • Excellent French written and verbal communications skills and proficiency in English.
