FHI 360 serves more than 60 countries, all 50 U.S. states and all U.S. territories.  FHI 360 is currently seeking qualified candidates for the position of Finance Manager in Yaoundé, Cameroon.   Position Description: Finance Manager of USAID Cameroon’s Key Interventions to Develop Systems and Services for OVC (KIDSS), will help in the effort to mitigate the impacts of HIV and AIDS on children and their caregivers in Cameroon, the KIDSS project will strengthen government and community capacity to care for orphans and vulnerable children (OVC) and will support families economically and socially so that they are better able to provide for the children in their care.   The Finance Manager will oversee the financial management and accountability requirements of the project. S/he will oversee all aspects of the project’s life of project and annual financial planning, the financial management and reporting, and agreement compliance. S/he will ensure that all financial management is handled according to USAID Rules and Regulations and that records are kept and financial reports submitted in a timely manner. S/he will work with the local Cameroonian implementing partners of OVC programs activities to ensure that their financial systems are sound and will provide technical assistance as needed. He/She will ensure the achievement of all financial control and performance objectives in accordance with requirements of FHI 360 and its funding agencies. Offer is contingent upon award of proposal and approval of USAID.   Key Duties and Responsibilities:
  • Provides leadership and support for all financial management areas including, accounting, payments, reporting systems and procedures for KIDSS
  • Directs and manages the program budget in accordance with the approved annual budget and monitors the expenditures on an on-going basis.
  • Ensures the timely completion and accuracy of monthly financial reports (GFAS and recommended by funding agencies) prepared for submission to FHI 360 HQ and funding agencies.
  • Responsible for the maintenance of adequate financial resources in-country to support monthly program operations and subproject reimbursements.
  • Ensures all activities related to financial management are carried out in compliance with policies and procedures established by FHI 360 and USAID.
  • Coordinates with related staff to ensure that project budgets, and accounting and fiscal control procedures are implemented effectively.
  • Oversees the pre-award audit of new implementation agencies and guides the subproject budget development with country office staff.
  • Oversees the monitoring and review of subproject financial reports to ensure compliance with subproject budgets and FHI 360 policies.
  • Provide support with the internal audit functions.
  • Supervise the finance and administration staff members.
  • Participates and contributes to the overall mission of FHI 360.
  • Performs other duties as assigned by the COP
Knowledge, Skills and Abilities:
  • Demonstrated ability in financial management, supervision and ability to lead the team/unit.
  • Experience in managing donor funds.
  • Working knowledge of USAID operations and finance services practices.
  • Good planning and organizational skills.
  • Tact and diplomacy in dealing with staff-related to work environment needs.
  • Ability to maintain effective working relationships with all levels of staff and public.
Minimum Requirements:
  • Bachelor’s degree in Business Administration, Accounting or related field required
  • Five to eight years of experience in successful financial management of international projects, with at least three years in  management
  • Knowledge of local context in Cameroon
  • Understanding of rules and regulations related to USAID project funding, sub-contracting and reporting requirements
  • Demonstrated skills in financial oversight of USAID-funded projects
  • Fluency in speaking, reading and writing French required and English is desired
  • Ability to travel domestically and/or occasionally internationally for conferences and workshops
