The U.S. Mission in Yaounde, Cameroon is seeking eligible and qualified applicants for the position of Public Health Administrative Management Specialist. This position is located in Yaounde, Cameroon.

BASIC FUNCTION OF THE POSITION

Under direct supervision of the Senior Department of Defense (DoD) Program Manager, the incumbent provides technical and administrative assistance to the DoD Senior Level Program Manager to ensure no interruption in the execution of program activities related to the PEPFAR Country Operational Plan (COP). This includes working with DoD HIV/AIDS implementing partners, other USG health team colleagues, and the PEPFAR Coordination Office to assist DoD-Cameroon's participation in PEPFAR, planning and reporting processes.

This position will be responsible for supporting Senior DoD HIV/AIDS Program Manager in Strategic Information (SI) and Programmatic Monitoring and Evaluation (M&E). The Incumbent will also be responsible for analyzing program costing data and identifying opportunities for increased efficiency as well as conducting other programmatic and budgetary analyses as needed. S/He serves as a liaison between DoD Cameroon, USG PEPFAR team, partners and Ministry of Health on program support services

QUALIFICATIONS REQUIRED

Applicants must address each required qualification listed below with specific and comprehensive information supporting each item. Failure to do so may result in a determination that the applicant is not qualified.

EDUCATION: A Bachelor's degree or host country equivalent in public health, medicine, nursing, psychology, counseling, social work, health policy, or epidemiology is required.

EXPERIENCE: A minimum of Five years' administrative experience in a business or an international organization. Previous experience will include positions requiring the incumbent to handle tasks more difficult and complicated than routine administrative tasks, use analytical skills to evaluate procedures and recommend improvements, and use tact and diplomacy to work effectively with colleagues in the job holder's work unit and outside clients.

LANGUAGE: Level III (Good Working Knowledge) speaking/reading/writing of English and French is required. (This will be tested.)

SKILLS AND ABILITIES: The position requires sound judgment and strong organizational skills for making independent and sound decisions regarding program planning and management support for DoD PEPFAR activities. The position requires excellent demonstrated interpersonal skills as well as skills in developing and maintaining effective contacts in the Government of Cameroon, the US Government, NGOs and other partners. The Incumbent must also have computer skills incorporating word processing and office software skills, including Microsoft Word, Excel, and project planning software.

JOB KNOWLEDGE: Incumbent must have a detailed and thorough knowledge of administrative principles and procedures and logistical support aspects of the operations of a large program office and must be familiar with the business environment and government structure and practices of the host country to effectively manage procurement related to special projects and external client communications and contacts. In addition, the job holder must be thoroughly familiar with DoD, PEPFAR and US Government administrative policies and procedures and the structure and functions of DoD Cameroon.
