MEDECINS DU MONDE SUISSE is an international organisation responding to the Anglophone crisis in the North- West and West regions in Cameroon; implementing projects across a variety of sectors. MDM-CH is looking to support continuously vulnerable people particularly Children of the IDPs community and assess how they can further expand various ways which these children are supported through education. Therefore, to help MdM-CH explore the possibilities of supporting girls and boys through education, MDM-CH is seeking a GBV project Manager to help us to respond in the educational sector. The GBV project Manager will work under the supervision of the Program Coordinator. The GBV project Manager will ensure access to formal, inclusive and quality basic education in a protective environment for girls and boys at primary school level.

The GBV project Manager will facilitate and supervise all aspects of the education projects at the state level: supervise distribution of administration, education and school materials, support teacher-training programmes, follow up and monitor activities to make evaluations and suggest improvements to the project. She/he is the link between MdM-CH, the division and subdivision. He/She will ensure a good collaboration with communities and different implementing partners in the field. He will also entertain functional relationships with other staffs of the project.

PROGRAM PLANNING

  • Work closely with the Program coordinator to understand program goals and to meet expectations
  • Contribute to quality assessments planned by other partners
  • Analyze trends of GBV and suggest ways to develop/adjust program strategies to meet needs
  • Contribute to designing programs and preparing concept notes and proposals and reports
  • Prepare new project proposals to ensure the continuity of the assistance to IDPs;
  • Review PMT (Project management tools) including pipelines

PROGRAM IMPLEMENTATION AND CAPACITY DEVELOPMENT

  • Ensure that an effective and adequate response is given to all cases of child protection and gender-based violence identified by the project team;
  • Identify and reinforce existing support mechanisms and work closely with local counterparts to ensure community buy-in and cultural appropriateness of activities
  • Strengthen case management and referral systems
  • Work with teams and communities to develop appropriate preventive and awareness-raising/behavior change strategies
  • Support GBV staff to become leaders of GBV prevention and response. Depending on skill sets and required roles, trainings may include: gender, guiding principles of addressing GBV, GBV case management, referral pathway development, compassionate care, facilitation skills, mobilization, project cycle management, etc....
  • Ensure that the officer M&E is well conducted to help decision-making for the smooth running of the project.
  • Supervise the work of the project teams in Bamenda and Mbouda;
  • Make frequent trips to the project areas to monitor project activities, identify opportunities and constraints and make any necessary adjustments, including capacity building.
  • Organize and support trainings for healthcare providers, as needed and appropriate
  • Contribute to information-sharing and data management systems
  • Maintain flexibility to take on added responsibility as and when needed
  • Support need assessment as well as evaluation of interventions.

COORDINATION

  • Coordinate with local and international NGOs, UN agencies and other stakeholders to ensure holistic support for survivors, including participation in strengthening GBV SOPs and referral pathways
  • Ensure the implementation of all social project activities within the deadlines and standards required by MdM-CH procedures (protection of children, GBV, education and strengthening of the economic power of victims of GBV and case management);
  • Actively participate in protection/GBV working groups and contribute to interagency initiatives, also promoting MdM-CH as a leader agency in GBV
  • Ensure maximum visibility of MdM-CH and relevant donors
  • Contribute to the positive image and overall credibility of the organization, notably by representing MdM- CH in coordination meetings for Host and IDP's.
  • Adhere to the application of the organization's Code of Conduct

HUMAN RESOURCES MANAGEMENT

  • Assist in the selection, training, and support of qualified program staff
  • Develop support strategies for staff and introduce principles of self-care
  • Ensure good coaching for strengthening the capacities of staff;
  • Ensure development and follow up of coaching and mentoring plans;
  • Ensure implementation of MdM-CH policies and values.
  • Engage Development partners to support the economic inclusion of beneficiary
  • Engage in advocacy for the respect of the rights of violence victim's.
  • Ensure good management of the project premises and assets;
  • Represents MdM-CH in all interactions with the public services and partners;
  • Support activities of the teams in Bamenda and Mbouda.

FINANCIAL MANAGEMENT

  • Review work, spending and procurement plans in line with MdM-CH's financial pipelines
  • Ensure compliance with donor financial regulations
  • Security
  • Ensure compliance with security protocols and policies
  • Consider security implications of all program activities, reviewing all new initiatives with national/ field staff and community leaders and incentive workers or volunteer

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE

ESSENTIAL

  • Holder of an Advanced University degree (Bachelors preferably Master) or equivalent in social sciences, or other relevant field.

EXPERIENCE

  • At least five years' experience working with youths and VbG programming;
  • Three years' experience in GBV program design and implementation,
  • Familiarity with standards and guidelines for GBV programming and coordination as well as guidance on protection from SEA
  • Proven knowledge and experience in developing and implementing community mobilization projects
  • Have a good knowledge and field experience in urban IDP, guidelines is an asset
  • Good knowledge and understanding of humanitarian principles and established international protection standards is an asset.

REQUIREMENTS
