The U. S. Embassy in Yaoundé is seeking an individual for the position of Voucher Examiner.

Basic Function of Position:

Under the supervision of the Budget and Finance Officer, incumbent ensures that vouchers are legal, correct, and proper for payment. Determines whether an expense has been authorized, goods and services have been delivered, and are in the quality and quantity specified in the Purchase Order (PO) or Contract. Ensures that proper POs are established and sufficient funds have been obligated, all necessary signatures and documentation are attached to the voucher, and that there are no duplicate payments. Conduct arithmetic check on vouchers to ensure that amounts approved for payment are correct. Prepares transmittals for checks and EFT payments for the following agencies: PROGRAM, ICASS, PD, MSG, OBO, DS, DAO, and FAO. Examines representational vouchers and maintains a record of representational expenses for the Front Office, POL/ECON, PAO, ADMIN, RSO, CONS sections and the Embassy Branch Office Douala. Prepares and maintains periodic reports on VAT claims. Assists the Budget Analyst in preparing end-of-year reports using the 60 and 62 reports. Serves as back-up to the Administrative Clerk and other Voucher Examiners when any of them is on leave.

Qualifications Required:

Note: All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.

1. Education: A technical high school diploma plus a two-year university or advanced school diploma in Accounting, Finance or Economics (with major in Management) is required.

2. Experience: At least two years of experience in accounting is required.

3. Language: Level III (Good Working Knowledge) Reading/Writing/Speaking English and Level II (Basic Knowledge) Reading/Writing/Speaking French are required and will be tested.

4. Knowledge: Knowledge of the Cameroonian banking regulations and environment, tax regulations, and the procedures of furnishing VAT re-imbursement claim to the Department of Taxation are essential. Must know how to read fiscal strips and be familiarized with accounting classification.

5. Skills/Abilities: Computer knowledge is essential (MS Excel, MS Word, Windows, Internet). The incumbent must be able to operate a calculator and typewriter. The incumbent must be well-organized and able to work well with others. Must have excellent mathematical skills, good customer service skills and the ability to work in a multiple staff environment. Ability to communicate both orally and in writing with employees and vendors. Must be able to read and interpret fairly complex regulations.

SELECTION PROCESS:

When fully qualified, U.S. Citizen Eligible Family Members (USEFMs) and U.S. Veterans are given preference. Therefore, it is essential that the candidate specifically address the required qualifications above in the application.

ADDITIONAL SELECTION CRITERIA:

1. Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy.

2. Current employees serving a probationary period are not eligible to apply.

3. Current Ordinarily Resident employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report are not eligible to apply.

4. Currently employed U.S. Citizen EFMs who hold a Family Member Appointment (FMA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment.

5. Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment unless currently hired into a position with a When Actually Employed (WAE) work schedule.

6. The candidate must be able to obtain and hold a Locally Employed Staff security clearance.
