Within the context of Emergency Response to Refugees from Nigeria Plan Cameroon is urgently seeking to recruit experienced, enthusiastic, humanitarian-oriented and hardworking Cameroonian for six months duration to fulfill the positions below. While funding is only guaranteed for 6 months at the point of advertising, Plan is seeking longer-term funding and the operation in the Far North Regions will be operating for much longer than 6 months.

Title: (1) Emergency Response Coordinator

Duty station: Maroua

Main duties and responsibilities

Under the supervision of the Programs Operations Manager, the Emergency Response Coordinator will among many other tasks perform the following

  • Lead the Emergency response team in Maroua and responsible for the quality and effectiveness of Plan's emergency response within the area of responsibility
  • Support emergency assessment, program design and planning for an integrated emergency response
  • Maintain ongoing surveillance of the developing humanitarian emergency situation and support adequate monitoring, reporting and acquittal of emergency response activities in accordance with Plan's humanitarian accountability framework
  • Ensure all personnel understand and carry out their duties in accordance with humanitarian principles, core value, the code of conduct and SPERE
  • Secure donor funding for emergency projects
  • Participate under the leadership of the POM in project design and proposal preparations for institutional and public funding coordinate the establishment and maintenance of Plan International financial management and accounting systems for all assessment and response activities and assets
  • Ensure that secure and reliable communications/ information management facilities are established and maintained and that the emergency response team members are familiar with usage, procedures and relevant communications protocols

Qualification and experience

  • Master's degree from accredited college or university with a major in Emergency Management, Public Safety, Public Administration, international cooperation and humanitarian aid or related field
  • at least five years' work of experience in international humanitarian and complex emergency contexts
  • experience of working in zones where security issues in a concern
  • experience of working in emergency context
  • work experience in an environment of military conflict and civil strife is an advantage

Skills and behaviors

  • Strong background in complex emergencies situation analysis, needs assessment and response planning and management
  • Experience with UNICEF, UNHCR, and private funding sources
  • Ability to independently organize work and prioritize tasks
  • Team leadership and supervision experience and skills in emergencies
  • Experience supervising a multi-national staff in a complex, insure emergency setting
  • Excellent writing and oral communication skills in English, strong interpersonal skills
  • Experience of strategy, i.e. analyzing relevant factor from both the internal external environment, identifying crucial issues that have to be addresses, setting objectives and developing plans of actions; analysis
  • Excellent communication skills, written and verbal in order to present arguments clearly and powerfully to a variety of audiences
  • Physical environment and demands
  • Frequent travels
